No. LTA does not require the annual vehicle inspection to renew your COE. Inspections at VICOM, STA or JIC are tied to road tax renewal, not COE renewal. Road tax and COE renewals are treated separately. However, it may be a good idea to consider doing a precautionary inspection for your car before you decide to renew your car's COE.

The inspection here that we are referring to here is not your typical annual inspection at VICOM, STA or JIC. We are referring to a proper "health check" for your car. Because a COE renewal is a commitment you are undertaking.
Whether you are renewing and extending your COE for 5 or 10 years, financially you are either committing to locking up the full sum you pay for the COE renewal, or undertaking a COE renewal loan. No matter which option you choose (even after noto's rebates), you are putting away tens or hundreds of thousands of dollars. You would want to make sure that the car you are committing that money to can truly last the distance.

You'll pay upfront in order to renew your COE. You'll decide whether to renew for 5 years, or 10 years. Note that a 5-year COE renewal costs half of the PQP value. Do remember to ensure your bank's daily transfer limit covers the PQP amount you'll be paying to LTA, to avoid any payment issues.
And that's it. Once you pay, your COE is extended from the last day of your existing COE, or from the 1st of the next month, whichever is nearer.
